CD Projekt Red also went into more detail here about some of the new things it will bring to the base game with the Phantom Liberty DLC, such as an overhauled police system and fundamental changes in the way we interact with cyber software.

“Dogtown is going somewhere darker. Somewhere dystopian. There’s a surge of tension and violence in it. We’re all fans of the fire, right? There’s a lot of flame in Dogtown.” Reeves later asks if he can swear and adds: “Things are messed up in Dogtown.”
