The personalized autonomy allowance (APA) makes it possible to pay the health expenses necessary to maintain the applicant at home or to pay accommodation costs in an Ehpad-type establishment.

The personalized autonomy allowance makes it possible to bear part of the cost of the aid intended elderly people with a loss of autonomy. The beneficiary can be in a retirement home or at home. The amounts were revalued in January 2023.

Definition: what is the personalized autonomy allowance?

The personalized autonomy allowance is intended elderly people with a loss of autonomy. This is evaluated using the Aggir grid. There are 6 categories: GIR 1 is the strongest level of loss of autonomy and GIR 6, the weakest. Only people evaluated between GIR 1 and GIR 4 can apply for the APA. This allowance can be used to pay, in part or in full, expenses to stay at home despite a loss of autonomy (APA at home) or pay part of the dependency rate of an Ehpad (APA in establishment). For APA at home, the expenses, included in an assistance plan, can allow the remuneration of a home help, meal delivery, assistance with accommodation adaptation measures, etc.

What are the conditions for receiving the APA?

Conditions for APA at home:

  • Be at least 60 years old
  • Being in a situation of loss of autonomy, assessed as falling under GIR 1 to 4 according to the Aggir grid
  • Living in your home, with a loved one, a family member or in an independent residence
  • Do not perceive in addition: a simple social assistance allowance for the elderly, assistance from the pension fund, financial assistance to pay for home help, the Disability Compensation Benefit (PCH), an increase for constant assistance from a third party or an additional service for recourse to a third party.

Conditions for APA in Ehpad:

  • Be at least 60 years old
  • Have a loss of autonomy between GIR 1 and GIR 4
  • Living in an establishment located in France
  • Not to receive in addition: a simple social assistance allowance for the elderly, assistance from the pension fund, financial assistance to pay for home help, the Disability Compensation Benefit (PCH), an increase for assistance constant from a third party or an additional service for recourse to a third party.

What is the maximum income to benefit from the APA?

For APA at home, if the allocation of this allowance is not subject to income conditions, above €815.65 in monthly incomethe beneficiary must pay a progressive contribution to the expenses listed in his assistance plan. For APA in institutions, the sum is calculated according to your income and that of your spouse (investment products, income declared on your last tax notice and your assets) as well as the amount of the dependency rate corresponding to your GIR in force in your health establishment . Nevertheless :

► APA beneficiaries with incomes below €2,486.89 only pay the amount of the dependency rate for GIR 5 and 6, i.e. the minimum amount to be paid by residents of an Ehpad.

► If your income is between €2486.89 and €3825.99you will have to pay the dependency rate for GIR 5 and 6, to which is added an amount which varies between 0% and 80% of the difference between the dependency rate of the establishment corresponding to your GIR and that applicable to GIR 5 and 6.

► If your monthly income exceeds €3825.99you will have to pay the dependency rate for GIR 5 and 6, to which is added an amount set at 80% of the difference between the dependency rate of the establishment corresponding to your GIR and that applicable to GIR 5 and 6.

For APA at home, the request can be made online or by mail

If you live in Paris:

  • In line
  • By mail : a file is to be collected from the social action center of the city of Paris (CASVP). It must be returned, complete with the supporting documents requested, to the address indicated in the file.

If you live in another municipality: You must obtain an application for APA from the town hall of your place of residence, from the services of the department or from an information point dedicated to the elderly. You will have to send me back to the address indicated in the file with the related supporting documents.

For APA in institutions, you do not have to make the request if the latter already receives a global APA grant from the department. Otherwise, you must contact the services concerned according to your place of residence (see APA at home).

The service then has 10 days to acknowledge receipt of your file. Afterwards, a professional from the medico-social team comes to your home to establish your degree of loss of autonomy and assess your needs. You have 10 days to accept or request changes. If you are qualified as GIR 5 or 6, you cannot benefit from the APA at home.

What is the amount of the APA in 2023?

The calculation of the APA and its amount are not the same at home and in an institution. For APA at home, it depends on the classification of your loss of autonomy:

  • GIR 1: €1,914.04
  • GIR 2: €1,547.93
  • GIR 3: €1,118.61
  • GIR 4: €746.54

This amount may be reassessed if your personal or financial situation or that of your carer changes. Depending on your monthly resources and those of your spouse (investment products, income declared on your last tax notice and your assets), a financial contribution may be left to you. Finally, this maximum sum can be increased by:

  • €509.76 on condition that the applicant lives with a caregiver temporarily unavailable but whose presence is essential with the disabled person and who cannot be replaced by another person of the entourage.
  • €1,012.76 if the caregiver is hospitalized but his presence essential to the applicant and cannot be replaced by another member of the entourage.

Can we collect the APA in Ehpad?

Yes, it is possible to receive the APA if the person is placed in a health establishment. This allowance then makes it possible to pay the dependency rate in force in the Ehpad and whose the amount varies according to the establishments. The sum can be paid either directly to the institution or to the beneficiary’s account.

For APA at home, the sum is paid by the department. It is vested in its beneficiary, the month following that of the award decision. Namely: the part used to pay regular assistance is paid monthly, the part used to pay expenses relating to the adaptation of housing can be paid punctually, while the part used to remunerate an employee at home can be paid in the form of from Cesu prefinanced. However, exceptionally, the beneficiary may also request that the money be paid directly to the home help service, to the person or organization providing the technical aid.

In which cases can the APA be suspended?

Payment may be suspended if:

► You do not make the declaration your home help or the family hosting you in the month following the notification of the allocation of the APA

► You do not provide supporting documents expenses requested in the month following your procedure

► You do not pay your participation

► If the medical team finds that the service available to you is not the one prescribed or that it poses a danger to your health, safety or well-being

► If you are hospitalized for more than 30 days
