The shooting, which began at 1pm on Wednesday local time, continued for several hours and terrorized the city. The arrested person allegedly stole several different cars, and on one occasion shot a woman to take her car.
The arrest only took place at 9 p.m., after a high-speed car chase. The 19-year-old suspect has previously been charged with attempted murder.
