During a check, Ivo discovered that three people were being monitored by the monitors at night, which the authority considers to be a strong breach of privacy. Ivo considers that the monitoring falls under “unauthorized restrictive measures”, as it has been carried out without express consent.
The reason why the monitors were used is, according to Ivo, that the staffing situation has changed and that sleeping night staff have been introduced.
“It is the responsibility of the business to ensure that the staffing is sufficient based on the individual needs of the users and that the staffing corresponds to the intentions of the legislation. Ivo believes that limitation measures must not be used to compensate for a lack of staffing,” writes Ivo according to the newspaper.
Arboga municipality states that they will review their guidelines as a result of the criticism from Ivo. A baby monitor is normally used to monitor, for example, small children with sound or image.
