Kingwood Riverside Commercial Ltd. Had Already Begun Construction on the 45-Hectare (111-Acre) Plot, but Thanks to a bylaw Change Made During the Feb. 26 Council Meeting, will continue with a project that included 1,000 New Residential Units, an Elementary School, 18 Single-Detached Dwellings, 660 Townhome Units, and 372 Low-Orts Apartment Units in Seven Buildings.
Council Altered the Oxford County bylaw that previously limited buildings to oven stores, Allowing for Buildings on the Property to Reach Six Storeys in Height, Similar to the Previous Agri-Co-Op Buildings on the Land. The report Indicated this additional height is not expected to pose concerns from a firefighting perspective.
“Mid-Rise Apartment Buildings Currently do not exist in the Township, and Those which are proposed via the subject applications will offer a substantial number of units contributing to the Available Rental Housing Stock-and to that end, Will Fill A Much-Needed Gap in the Available Housing Inventory,” The Report.

The Burlington-Based Kingwood Homes Has Already Completed 115 Street-Townhomas On Middleton Street, Both Two-Storey and Bungalow Styles, As the First Phase of the Development. The Thames Valley District School Board Earlier Confirmed A New Public Elementary School and An 88-Space Childcare Facility to Be Built Later This Year.
The Township of Zorra Purchased the Lands in 2019 and then Began inviting Development Proposals to Encourage A Mixed-Use Community with a diverse Range of incomes and household configurations. As part of the proposition, the Township also required enhanced Physical and visual connections to the Nearby Thames River.
“I think, in a lot of ways, this is the kind of development we need in oxford,” Said Oxford County Warden Marcus Ryan, who Called the Project a “Complete Community” that Augments the Existing Town.

“(This is) Really a will to country and township staff. The Applicant World With the Community To Understand What was needed in the community. . . This will be a dramatic development for the Township of Zorra, but I would suggest as a model development for oxford county as well that theses can happen, ”Added Ryan, who also serves as zorra mayor.
The Form Maple Leaf Lands Are Located Between Middleton Street to the West, Brock Street to the North, and the Middle Thames River to the East.
“The subdivision will be served by extensions of Both George and St. Patrick Streets and include Four New Local Streets (Veterans Drive, Riverside Drive, Macleod Lane and Cold Springs Drive),” A report to council stat. “As Currently proposes, The Plan of Subdivision Would Accommodate A Total of Approximataly 1,030 Dwelling Units at Full Build Out.

The Development Will Be Serviced by Municipal Water and Wastewater, and is Located Near Community Facilities and Services.
Oxford’s Public Works Department Indicated in the Council Report that is enough capacity Currently Exists within the Thamesford Wastewater System for the Build, But that Capacity Will Be Assessed by the Propédditd Phasing Plan and Provided by the Kingwood Group.
“Our Community Needs to Provide Alternatives for First-Time Home Buyers and Those Wishing to Downsize But Continue Living in Thamesford, and this Development Will Meet the Community’s Need for Years To Come,” Katie Grigg, A Zorra Township Councillor and Deputy Mayor, Said in a release.
Oxford County Coun. Jerry Acchione also praised the development.
“It’s great to see,” Acchione Said. “We all know that we need more homes and, look at Areas Like the Brownfield Industrial Site, is a great way to do this. For the Entire Town, in this case, of Thamesford to recognize this, Hats off. ”
