Obsidian’s proposal for Elder Scrolls spinoff confirmed; It was proposed inspired by the success of Fallout: New Vegas.

Fallout: New Vegas, an RPG developed by Obsidian Entertainment and developed by Bethesda, attracted great attention when it was released for PC, PlayStation 3 and Xbox 360 in 2010. The game, which received high scores from critics and players, also managed to get scores above 80 on review aggregator sites such as Metacritic.
This success is even more remarkable considering that Fallout: New Vegas was originally designed as an expansion pack for Fallout 3. Obsidian Entertainment developers have long expressed their desire to see a Fallout: New Vegas sequel. While the release of Fallout 5 was expected, there was no clear sign that a sequel would happen.
Elder Scrolls Spin-Offs Were Influenced by the Fallout Series
However, Chris Avellone, a former writer at Obsidian, confirmed that they presented Bethesda with an offer to make a spin-off of The Elder Scrolls series, inspired by the success of Fallout: New Vegas. Avellone stated that this offer was made to serve as a bridge between Fallout 3 and Fallout 4 and offer additional adventures.
Avellone also added that they wanted to implement a more frequent and unhurried release strategy for The Elder Scrolls series. He emphasized that having a standalone spin-off game of The Elder Scrolls series was an attractive idea, but said it was unfortunate that the idea was never implemented.
