Reminding that the Russian army tested the ballistic missile named “Oreshnik”, equipped with non-nuclear hypersonic equipment, under war conditions last week, in an attack on one of Ukraine’s military and industrial complex facilities in response to the use of long-range weapons of US and UK origin, Putin said that they will test this missile system. and stated that they will continue to renew it.

Regarding the question “Whether political or military decision centers in Ukraine will be hit with the Oreshnik missile?”, Putin said: “There was a joke about weather forecasting during the Soviet Union: Anything is possible during the day.” he said.
Stating that Russia’s approach to Ukraine has not changed due to its possession of the missile in question, Putin reiterated that they are open to negotiations with Ukraine under the conditions they previously announced.
“WE WILL NOT ALLOW UKRAINE TO HAVE NUCLEAR WEAPONS”
Russian President Putin evaluated the possibility of delivering nuclear weapons to Ukraine and said:
“If Ukraine acquires nuclear weapons, then we will use all the weapons we have. We will not allow this. If nuclear weapons are officially delivered to Ukraine, this will mean a violation of all obligations undertaken regarding the non-proliferation of weapons of mass destruction (Treaty on the Non-Proliferation of Nuclear Weapons) “We will not allow this in Ukraine. Putin underlined that the statements made by Western officials about nuclear weapons were “irresponsible”.

Evaluating Armenia’s decision not to attend the Collective Security Treaty Organization (CSTO) summit, Putin stated that each country has the right to choose how to ensure its own security and said:
“I think this situation is determined by the internal political processes in Armenia. Of course, all of this is connected with the consequences of the crisis in Karabakh. All that has happened has nothing to do with the CSTO. Because there was no external attack against Armenia. CSTO aims to protect its member countries from external attacks. “Armenia did not recognize Karabakh as an independent state. This means that the events in Karabakh are not directly related to Armenia from a legal perspective. Therefore, it is strange to say that the CSTO should engage in conflict in that region.”
Putin reminded that Armenia did not make a statement about withdrawing from CSTO membership, but announced that it was taking a break from the meetings, and said, “However, Armenia supports all the documents accepted at today’s meeting. In this case, there is a possibility that Armenia will return to work within the scope of the organization.” made his assessment.
“KAZAKHSTAN IS OUR RELIABLE ALLY AND PARTNER”
Stating that Kazakhstan is a reliable ally and partner for Russia, Putin stated that they have invested in the Kazakhstan economy and that more than 80 percent of the payments between the two countries are currently made in national currencies.
Putin stated that there is traditional cooperation between the two countries in the field of energy and space, and said, “We may have very large projects to transport our energy resources to third countries via Kazakhstan.” he said.
Noting that they could take part in the construction of Kazakhstan’s first nuclear power plant, Putin said, “This sector is not new for Kazakhstan, which is the world’s largest raw uranium producer. If Kazakhstan implements its projects in the field of nuclear energy, then, like every customer, it will use the most acceptable technologies and financial resources.” “He has the right to choose the plans. Russian President Putin also touched upon the situation in Afghanistan and said that the situation in this country poses a threat to the CSTO countries.
Pointing out that complex processes are taking place in Afghanistan, Putin said, “We hope that we can establish relations with Afghanistan. We see that the situation there is on the way to stabilization. We will continue to develop our relations with the current administration of Afghanistan.” he said.
