Norway no longer offers asylum automatically to all Ukrainians. In the future, those arriving from the six westernmost provinces of Ukraine will receive asylum only on a case-by-case basis.

Norway is not a member of the European Union, but like the EU countries, it has offered automatic temporary protection to all Ukrainians fleeing the war since Russia’s major offensive in February 2022.

Minister of Justice Emilie Enger Mehlin according to Norway cannot accept a disproportionately large share of Ukrainians compared to other similar countries. According to Enger Mehl, a growing number of Ukrainian refugees have been men of fighting age.

According to the Norwegian government, the large number of Ukrainians has strained the health care, schools and housing situation in some cities.

Norway has taken in 85,000 war refugees from Ukraine during the war of aggression. 57,000 Ukrainians have received temporary protection in Finland. Temporary protection continues in the EU until March 2026.
