Norfolk transitions Blue Box program to producer responsibility model

Residents and businesses participating in the weekly curbside recycling program won’t experience any changes as Norfolk County transitions to a producer responsibility model.

Norfolk Disposal Services Ltd. will continue to collect curbside recycling. The two-box system, where paper and cardboard are placed in the small box and metal, glass, and plastic recyclables are placed in the tall box, will remain in place, said a notice from the county.

Norfolk’s transition began on Saturday.

The materials previously accepted as part of the recycling program will continue to be collected.

In 2021, the provincial government approved the transition of the blue box program to a producer responsibility model for all Ontario municipalities.

Under this model, companies that produce recyclable materials, including beverage containers, food containers, paper, and packaging, are required to pay fees to cover 100 per cent of the costs for the collection and processing of recyclable materials in Ontario.

From July 2023 to the end of December 2025, all municipalities in Ontario will transition blue box programs to the new producer responsibility collection model.

Industrial, commercial, and institutional organizations are regulated separately from residential waste. On Jan. 1, 2026, these organizations will no longer receive recycling collection services and will be required to arrange their own contract to manage their material.
