Norfolk lists properties available in tax sale

A large rural property in Townsend, small parcels of waterfront land and a couple of houses are among 14 properties Norfolk County has listed in its latest tax sale.

A tax sale is done by a municipality to recover unpaid property taxes. After three years of unpaid taxes, a property may be entered into the tax sale process.

Tax sale properties may sell for less than market value because a municipality only needs to obtain the amount of taxes owing (including any accumulated interest and penalties), plus any costs involved in conducting the sale. The highest qualified tender is declared the successful purchaser.

After a tax deed has been registered, the former owner cannot redeem the property. However, before a tax deed is registered, the owner might be able to redeem the property by paying the cancellation price.

Rob Fleming, manager/tax collector, revenue services for Norfolk, said property tax arrears as of Dec. 31, 2022 were $12.4 million, about the same as in 2021 when they were $12.6 million. Over the past eight years, tax arrears have ranged from $8.8 million in 2015 to just over $13 million in 2020.

Properties in the current tax sale include:

  • 1594 Concession 2 Townsend. Located near Indian Line, this 39-acre property has an assessed value of $334,000. It is zoned agricultural and hazard land. Minimum tender $44,201.
  • A rural property at Cockshutt Road Waterford and Thompson Road East has an assessed value of $64,000 and is zoned hazard land. Minimum tender $23,131.
  • Waterfront property on Lake Erie at 45 Hastings Dr., Walsingham is 0.11 acres and abuts land owned by Norfolk County. It has an assessed value of $5,400 and is zoned hazard land. Minimum tender $9,447.
  • A house at 169 Maple St. in Simcoe sits on 0.19 acres of property and is assessed at $193,000. Minimum tender $39,416.
  • 7564 Indian Line, Townsend includes 4.62 acres of property assessed at $217,000. It is zoned agricultural and provincially significant wetland. GRCA approval is required for a building permit. Minimum tender $29,622.
  • 1232 Concession 5, Townsend is 62.5 acres of property with miscellaneous agricultural structures on it. It has an assessed value of $599,000. Minimum tender $34,585.
  • 380 Second Ave. West in Simcoe is one acre in size and includes a commercial building. Zoned general industrial, it has an assessed value of $159,000. Minimum tender $37,551.
  • Land zoned agricultural in the area of ​​West Street and Hillcrest Road in Simcoe is 22.56 acres with an assessed value of $434,000. Minimum tender $109,669.
  • Waterfront property on Lake Erie in the area of ​​Nelson Street West and Maple Boulevard in Port Dover is 0.3 acres has an assessed value of $49,000. There is a boat dock on the land. Minimum tender $12,585.

  • A house at 167 Eagle St. in Delhi is 0.18 acres in size with an assessed value of $126,000. It is zoned central business district. Minimum tender $17,552.
  • 0.23 acres of land zoned agricultural at Concession 10 Charlotteville has an assessed value of $12,600. Minimum tender $7,524.

The successful purchaser will be required to pay the amount tendered plus accumulated taxes and any taxes that may be applicable, such as a land transfer tax and HST.

Tender packages are available at the Norfolk County website. Tender bids will be accepted at the municipal office, 185 Robinson St., Suite 100, until Nov. 8 at 3 pm
