Eneco is putting on the brakes because a new law is in the making, the Collective Heat Act. If this law is passed, heating companies will be owned by municipalities. Eneco fears that they will no longer be able to recoup investments in new heating networks. At the moment, Eneco is mainly investing money in making the current heating network more sustainable.
