NATO is preparing to implement a ‘fundamental transformation’ within the framework of the historic decisions taken at the Madrid summit.
Secretary-General Jens Stoltenberg announced the new era, saying, “NATO leaders have agreed on a fundamental shift in our defense and deterrence in the face of the new security threat.”
The 11-page conclusion Strategic Concept document defines Russia as a direct threat to the countries of the union and to the peace and stability of the Euro-Atlantic region.
