Municipalities want to help starters with a starter loan, but don’t they actually make houses more expensive?

Stichtse Vecht wants to limit delays in housing construction and

17 of the 26 Utrecht municipalities have a starter loan. First-time buyers on the housing market can use this to borrow a certain amount from the municipality on top of their maximum mortgage. They often do not have to pay interest or repayment on this in the first few years. Also, often only people who already live in the relevant municipality are eligible.

The idea is that municipalities want to give young residents the opportunity to continue living in their own municipality. And a few years later, when they have probably started to earn more, they will be able to pay off the extra loan amount.
