Utrecht – During the first cold weather period after the summer, an average of 111 homeless people per day used the scheme in Utrecht. That is about 32 percent more than the average number of people who took advantage of the first cold weather scheme last year. As soon as the perceived temperature drops below freezing, the winter cold shelter is opened to everyone, because it is too dangerous to sleep outside.
