The government wants to make it more attractive for foreign doctoral students and researchers to come to Sweden. At the same time, cheating with a residence permit for studies must be strictly prohibited.

An investigator is tasked with reviewing the regulations and reporting to the government by December 9 at the latest.

“This assignment is an important step in the work to facilitate and improve the conditions for foreign doctoral students and researchers in Sweden. It is also important that residence permits for studies are only granted to people who intend to study in Sweden, and not to people who intend to use the system for other purposes,” says Migration Minister Maria Malmer Stenergard (M) in a press release.

According to the government, 41 percent of those who started their doctoral studies in 2022 were foreign doctoral students.
