The President of the Republic Emmanuel Macron announced, at the end of the Assizes of mental health and psychiatry which ended on September 28, 2021, that sessions with the psychologist were going to be reimbursed by Social Security. On the eve of the launch, in other words on Monday April 4, 2022, more than 1,300 practitioners were registered on the platform according to the entourage of the Minister of Health, Olivier Véran. For whom will these consultations be reimbursed? Under what conditions for the patient and for the psychologist? Point.

When is the MonPsy device launched?

The MonPsy device is open from Tuesday, April 5, 2022.

What reimbursement is provided by MonPsy?

  • 1st session: coverage of 40 euros (capped session)
  • Subsequent sessions: payment of 30 euros (capped sessions)

Psychological sessions, as part of the MonPsy system, are reimbursed “on a fixed price which will bean initial consultation 40 euros, the others being at 30 euros“, explained Emmanuel Macron. These are capped sessions, without charge. In other words, only sessions capped at 40 or 30 euros will be covered by the health insurance and the patient’s complementary health insurance. This package provides for the reimbursement of 8 sessions per year, renewable.All of this will be rolled out gradually. […] This is a major step forward for Social Security“, completed Olivier Véran on September 29 on France Inter.

From what age can one benefit from the MonPsy device?

These consultations can be reimbursed for the entire population from the age of 3 years. Children, adolescents and adults can therefore benefit from it. And this, regardless of the reason for consultation : anxiety, depression, eating disorders, alcohol, tobacco or cannabis consumption problems…

What are the conditions for benefiting from the MonPsy scheme?

This reimbursement will be made as part of a consultation package on medical prescription.

To qualify for reimbursement, the psychologist session must be prescribed by a doctor who must fill out an address letter. Concretely, this fixed price will have to be “address by medical prescription to psychologists“, and can be renewable, detailed Emmanuel Macron. Not all psychologists will offer reimbursed consultations. “There are many psychologists who make a very good living from their profession (…) and which charge consultations much higher, in terms of prices, than those I have just mentioned […] They will be able to continue to practice their profession in the same way.” This consultation package is intended more to psychologists “who cannot make a living from their profession” and users “who cannot access consultations with psychologists if the prices are not regulated”. The list of psychologists will be communicated on the MonPsy device website. In parallel, 800 jobs will thus be created, from 2022in medico-psychological centers (CMP) in order to reduce waiting times as much as possible, which are currently “over 18 months in the territories that are most in tension“, he said. Twenty mobile teams will be deployed in nursing homes and in medico-social structures. A teenager’s house will also be implemented in each French department. Furthermore, an envelope of 80 million euros will be dedicated to mental health, as part of the fourth future investment program (PIA4).

To benefit from this device, you must:

  • be at least 3 years old and have mild to moderate disorders (anxiety, depression, anxiety, tobacco, alcohol or cannabis consumption problem, eating disorder);
  • be referred to a psychologist by their attending physician by letter;
  • contact a psychologist approved in this system

As for psychologists, sessions may be reimbursed under certain conditions. The chosen psychologist must:

  • be registered with their regional health agency;
  • have professional experience (in clinical psychology or psychopathology) of at least 3 years;
  • have concluded an agreement with the primary health insurance fund.

First stage : Make an appointment with his general practitioner who will assess your state of health and can offer him psychological support with a psychologist who is a partner of the MyPsy device. At the end of the consultation, the doctor can give an addressing letter, the document that allows you to be reimbursed. At any time during the course, in case of seriousness or emergency, the doctor and the psychologist will be able to direct the patient towards more appropriate specialized care.

Second step : Make an appointment with a partner psychologist of the system (list available on the MonPsy platform)

Third step : The first session with the shrink is an assessment interview that will determine the number of sessions needed. Health insurance can reimburse up to 1 assessment session and 7 follow-up consultations per year. In agreement with the patient, the psychologist and the doctor can exchange information on his follow-up

Fourth step: At the end of the session, the psychologist gives the patient a care sheet and asks him to pay for the session: 40 euros for the evaluation consultation and 30 euros for each of the follow-up sessions. No excess fees can be requested in addition to these rates.

Fifth step: To be reimbursed, the patient must send the care sheet with the addressing letter to Health Insurance. Health insurance covers 60% of the cost of the sessions. The rest is covered by mutual or complementary health insurance. In some cases, Health Insurance covers 100% of the cost of the session. The psychologist is paid directly, without advance of patient fees in the following situations:

  • beneficiary of the Complementary Solidarity Health (CSS)
  • recipient of State Medical Aid (AME)
  • care related to an illness: Long Term Condition (ALD) or accident caused by a third party
  • maternity care (from the 6th month of pregnancy)
  • care related to an accident at work or an occupational disease (AT-MP)

Coverage of transport is possible if the doctor considers that the use of the psychologist is linked to an ALD and that the patient has a deficiency or incapacity justifying the prescription of medical transport.
