Microsoft often tries to entice users to use its products by self-promotion, as recently with its Edge browser. The publisher is doing it again with the Windows 11 file explorer. A tester has spotted the presence of an advertising message in the latest build 22572 of the OS for developers.

Other testers also mention ads for PowerPoint templates. Microsoft denies advertising and explains that these are simple recommendations. Still, the difference is far from obvious and it is not possible to deactivate them permanently. They can be rejected, but they can come back later.
Messages are also present in the Start menu and on the lock screen. Note that advertisements for Microsoft Editor have also been seen in the Windows 10 taskbar.
In short, Microsoft tries to put its advertising messages wherever possible. However, the publisher could back down if enough testers and users express their dissatisfaction.
