“People are hunted down, searched and fined. They are not talked to, but talked about,” the foundation says. They find the shelter for the addicts insufficient. “People continue to use on the street, but disappear from view. Or they get fines that they cannot pay, and that will not change anything about their addiction and therefore use.”
