Dijksma indicated that demonstrations in Utrecht are facilitated as much as possible, even if the demonstration is unpleasant or causes a nuisance. She also said that legislation and rulings by judges indicate that restricting a demonstration is only possible to a very limited extent. Judges are increasingly allowing blocks, she said. That is why the mayor decided not to intervene in the demonstration. There was also probably insufficient police capacity to arrest many demonstrators.
