In Mali, the new taxes announced last month on the purchase of telephone credit – 10% tax – and transaction services by Mobile Money – 1% – came into force this Wednesday, March 5. Concretely, on a map of 1,000 CFA francs, that makes 100 francs in telephone credit. These taxes will finance a special support fund for infrastructure and development projects, especially in energy. But the presidential decree specifying the organizational and management methods of this new fund, which appears in the Official Journal dated February 21, but which has only been circulating since this Thursday, has been implementing opaque management directly from the presidency.
