“At the moment he is ‘born again’, he made me feel like 2017”, says a public actor who accompanied Emmanuel Macron during a trip in June. The same adds, not fooled: the president is more than ever “happy with him”. After his re-election, his legs had been cut off, he knew he couldn’t run again the next time, his majority was withering. In a nutshell, the leader was no longer the leader.

The left had promised him defeat on pensions, he ended up winning the battle, even if it clearly leaves traces in society. To get back on his horse, he fought against pans, which admittedly wasn’t very glorious, but proved to be quite effective. The quinquennium has resumed its course, the president has found some color in the polls, the most daring around him speak outright of “remontada”. “When everyone is paralyzed in the movements, he multiplies them; when the hundred days paralyzes each other, he multiplies the announcements, raves a minister. Admittedly, he is overexposed, but he is able to draw everybody up.”

Macron on the positive side, and Macron on the negative side. One of his supporters testified: “Basically, he feels self-sufficient. He needs to be the first. Even if you have a good idea, he feels like he could have had it.” In fact, overexposure is not a problem for him, it is the solution in his eyes.

The president himself sees his ministers even less than before. On the plane that takes him to Mont Saint-Michel on June 5, he is accompanied by Christophe Béchu and Rima Abdul Malak: he speaks to them for ten minutes, before plunging into his speech. He barely calculates Elisabeth Borne. In Normandy on June 6, it struggles to exist, the president is twirling. “We left to live the 100 days of Borne, these are the 100 days of Macron!”, Sums up a relative.

“We do nothing at the stop”

In Provence, the Head of State reinforces the one who is at the head of the government. And we think back to Nicolas Sarkozy. For months, he had considered, even announced that he would replace François Fillon at Matignon. Jean-Louis Borloo had already packed his bags. Then Sarkozy had ended up confirming Fillon, with this unstoppable argument launched at those who urged him to change: “You annoy me with your advice. It’s me who manages the Prime Minister, he doesn’t annoy me and he does what I ask him.”

The sequence which ends will nevertheless have underlined one thing: as one would say on the side of the Vélodrome stadium, there is no longer any team spirit in the government. It’s still the same concern, decidedly: we’re not always alone. The majority is also a drag. Some ministers proposed to Emmanuel Macron to include the shortage occupations residence permit in the labor bill to circumvent the hostility of the right and to make a tough bill on immigration, the president put the kibosh: “If we take the sweetness out of the main text, it will never pass through our group at the Assembly.”

The improvement in June remains relative, at least there is movement. “We do nothing at a standstill,” says a minister. Emmanuel Macron finds colors, but that we are not mistaken about the objective: “to succeed in a good exit to allow the return”, according to a supporter. I is not another.
