Allegations of professional misconduct against a Woodstock teacher for the alleged sexual abuse of a student have been withdrawn.

But Jagminder Singh Rai still faces a hearing over separate allegations he sexually abused a female teacher and another woman.
During an Ontario College of Teachers hearing earlier this year, a disciplinary panel authorized the college to withdraw allegations involving the student against Rai set out in notice of hearing on May 24, 2023, “in the light of new evidence” presented to the panel and college.
The college regulates the teaching profession across the province.
“There is no reasonable prospect of obtaining a finding of professional misconduct,” a decision published on the Ontario College of Teachers’ website says. “The panel finds that the withdrawal of the notice of hearing in these circumstances is reasonable and appropriate.

“It is not in the public interest to expend the resources to proceed.”
Rai was an employee of the Thames Valley District school board at the time of both allegations.
Allegations the Woodstock teacher sexually touched a fellow female teacher and another adult female with no ties to the school system in June 2016 without consent will be explored at a hearing scheduled to be held over four days in April 2025, the college said.
Rai is accused of touching the teacher’s breasts and other private areas, the college said.
He is also alleged to have kissed and sexually touched the adult female without her consent, the college said.
The allegations against Rai have not been proven.
Rai earned a bachelor of education degree at the University of Windsor in 2002 and is qualified to teach junior and intermediate science, as well as physical and health education. He also completed a sexual abuse prevention program, the Ontario College of Teachers website shows.
Rai is in good standing with the Ontario College of Teachers and has been a member since October 2002.
Rai and his lawyer Pambir Gill could not be reached for comment.
Officials with the Thames Valley board did not respond to a request for comment.
