The court does not agree with the local residents. According to the judge, the municipality of De Bilt, to which Groenekan falls, may grant a permit for the construction of the solar field. “The council has clearly explained why the authority was used to deviate from the zoning plan. There is no conflict with national or municipal policy. The procedure followed was careful. The distance between the plots of the local residents closest and the noise objects, such as transformers and inverters, is almost 100 meters and therefore meets the target distance of at least 50 meters.”
