JO criticizes covid segregation in custody

JO does not dispute that the infection first made it impossible to allow the inmates to have a daily hour’s walk.

But according to JO, the detention center was obliged to start planning and to be able to offer normal outdoor accommodation again as soon as possible through various measures. JO believes that the efforts in that part were insufficient.

“Overall, the detention center deserves criticism for not having taken the necessary measures to be able to offer the inmates outdoor stay to a greater extent than has happened,” writes JO Katarina Påhlsson in the decision.

In its response to JO, the Correctional Service points out that all 72 detention places were occupied during the period, that the rest area is shared and that the spread of infection was extensive on all three floors of the detention center.
