The report also recommended continuing the Customs Union negotiations with Turkey, and stated that more steps should be taken on issues such as trade, investment, migration and visa exemption. Member states were advised to investigate steps to facilitate visa applications for some Turkish citizens (businessmen, students, Turkish citizens with family members in the EU, etc.). “This should also include taking full advantage of the flexibilities of visa law to enable the issuance of multiple-entry visas with long validity periods,” the report said.
