“In the future, in the final analysis, it is the bullying pupil, and not the bullied pupil, who will have to be educated in another school”, announced the Minister of Education Pap Ndiaye on RTL this 11 april. A measure that will be implemented in primary school, where there is no disciplinary council.
Last March, a father fought so that his 10-year-old son, who had been harassed for several years, could return to school and find his classmates. His parents had to remove him from his CM2 class (located in Saône-et-Loire), but faced with this injustice and the family’s complaint, the parents of the harasser finally agreed to change their child’s establishment. “In primary schools, there is no disciplinary council, so in the case where it is necessary to separate the harassing student from the harassed student, we arrive at a situation which is not normal, in which it is the harassed student who must leave“recognized the Minister of National Education this Tuesday, April 11, on RTL.
“It is the bullying pupil and not the bullied pupil who will have to be educated in another school”.
A regulatory change that will only apply to primary school
Pap Ndiaye, however, announced a new measure that could well restore these injustices in schools. It will now be the bullying child who will have to leave school, and no longer the victim. “It’s a big change” to fight against the school harassmentsaid Pap Ndiaye. This decision will be adopted “irrespective of the opinion of the parents, if the mayor or mayors concerned agree“, he specified. In addition, this new measure will only apply to primary school since unlike colleges and high schools, there is no disciplinary council.
In primary school, in the most serious cases and as a last resort, bullying pupils may be changed schools in order to be separated from the bullied pupils. This will be done with the agreement of the mayor. #RTLMatin pic.twitter.com/oKrazkF4jO

Excluding the bullying child from his school: a decision of “last resort”
Before excluding the bullying child from his school, a procedure must be put in place to try to calm the case of school bullying, with specialists from Education and the academy who will be sent to the scene, meeting students and teachers. Such a decision will therefore only be made as a last resort, made a point of specifying the minister. “It’s a big change, but it doesn’t happen in five minutes. It’s a decision with far-reaching consequences.” he added.
