Municipalities can introduce a purchase protection scheme in desirable neighbourhoods. Affordable owner-occupied homes can then no longer just be bought up for rental. The idea is that home seekers, including first-time buyers and people with a middle income, will have a better chance on the housing market. Exceptions can be made, for example, for parents who want to buy a house for their children.
