Increased penalties and reduced taxes – here are the new laws in 2024

Reduced petrol and diesel tax

At the turn of the year, the tax on petrol will be 75 öre lower compared to the 2023 level. The tax on diesel is reduced by approximately 43 öre compared to what was previously decided for 2024, but is slightly increased compared to 2023.

Abolished reduction obligation – cheaper diesel

The requirements for blending biofuels into diesel will be lowered on 1 January. The government estimates that in 2024 it could be up to SEK 5.50 cheaper per liter of diesel, compared to if the so-called reduction obligation were to remain unchanged.

Reduced tax on work

An enhanced employment tax credit will be introduced at the turn of the year. For a family consisting of, for example, a police officer and a nurse, the proposal results in reduced taxes of SEK 14,000 per year, according to the government. The calculation of the income limit for state tax is paused in 2024.

Reduced tax on pensions

The basic deduction is increased, which according to Finance Minister Elisabeth Svantesson gives 3,400 kroner more per year for those with a pension of 25,000 kroner a month. Then the annual automatic calculation of the basic deduction is also included.

Electric scooters must be insured

A law on road insurance for most e-scooters comes into force on 23 December. It is the owner who must pay the traffic insurance. Among other things, the approximately 30,000 electric scooters that are rented out by companies are expected to be covered.

Ditch the extra charging cord

New mobile phones must be able to be bought without a new charger, for those who already have one at home. The amendment to the law, which is based on an EU directive, comes into force on 28 December.

From the end of 2024, all mobile devices must be equipped with charging sockets for usb c, which will become a general standard. For notebook computers, the same requirements will be introduced in 2026.

Powers of security guards

After the turn of the year, security guards will have increased powers, and may, for example, transport certain people in custody and destroy confiscated alcohol. The opportunities for municipalities to use security guards to increase security in public places is increasing.

Double punishment for serious weapons offences

The minimum sentence for serious weapons offenses is doubled from two to four years. The maximum sentence is also increased from four to seven years. The maximum sentence for weapons offenses of a normal degree is increased from three to five years. The increased penalties apply from January 1.

More expensive to hire young people

The temporary reduction in employer contributions for 15-18-year-olds will be abolished after the turn of the year.

Digital Voices

Housing associations, other economic associations and limited liability companies will have the opportunity to hold digital meetings on 1 January. It must be written into the articles of association or articles of association. In extraordinary circumstances, a digital meeting can be held without amending the articles of association.

Body search foreigners

From January 1, the police will have the opportunity to physically search a foreigner to search for passports and other identity documents and the opportunity to dispose of such documents during an internal alien check.

Residence ban for criminals

From February 1, the government wants prosecutors to be able to issue a ban for criminals to stay in certain designated public places, where they are considered to promote crime, without having been convicted of a crime. However, the Riksdag has not yet clubbed the new law.

Temporary visitation zones

From March 1, the government wants the police to be allowed to set up temporary zones where people can be body searched, for example in search of weapons, without concrete suspicion of crime. However, the Riksdag has not yet clubbed the new law.

Under way later in 2024

On July 1, the ceiling for root deductions will be raised, pensioners born in 1957 will receive tax compensation and the double days in parental insurance will be extended to 60 days and may be taken out until the child is 15 months old. It will also be possible to transfer parental allowance to another close adult in the child’s life who is not a parent.

From 1 November, the plastic bag tax will be abolished, the tax on snus will be reduced and the tax on cigarettes will be raised.
