This project engineering support can take place in two ways:

  • Either by mobilizing experts to carry out studies upstream of the renovation work (help in qualifying needs, support in drafting CCTPs)
  • Either through the co-financing of studies within the limit of 50% of the amount including tax of the study (up to 80% in Overseas France)

€1.8 billion: As part of the energy renovation plan for buildings, this is the sum that will be devoted to improving the energy performance of State buildings, in particular administrative buildings. Local authorities will have 3 billion euros at their disposal via the Major Investment Plan, including 2.5 billion euros in loans and advances from the Banque des Territoires, for the renovation of their parks (schools, nurseries, hospitals …) and 500 million euros via the local investment support grant (DSIL).

AN ECOSYSTEM OF ASSISTANCE AT THE SERVICE OF ELECTED OFFICERS

In addition to the financial solutions offered by the Banque des Territoires, local authorities can benefit from assistance from State bodies.

Offers from ADEME (Agency for the environment and energy management)

  • Funding for carrying out feasibility studies and for carrying out investments via the Heat Fund
  • A network of operational shared energy advisors (CEP)
  • Project management assistance (AMO)

The ACTEE program of the FNCCR (National Federation of licensing and governed communities)

  • ACTEE offers to finance the setting up of projects with the implementation of thermal audits, legal, technical, economic and financial feasibility studies, as well as the launch of project management.
