If you live in an apartment building or in a condominium association, it is the property owner who is responsible for snow removal and anti-skid control on the footpaths adjacent to the house or houses. However, this does not apply to villa owners.
Compensation if someone slips
In several municipalities, it is already possible to claim compensation if you slip and injure yourself outside someone’s home in the winter. In that case, however, you must be able to prove that the accident occurred due to a lack of snow removal and that the villa owner was negligent.
According to law so it is the property owner who is responsible for keeping the ground outside the property sanded in the winter, this means that the villa owners themselves must be responsible for this.

Can be fined
The city of Malmö now wants to introduce fines for home owners who do not take care of the snow removal and anti-slip on the footpaths outside their homes, it reports South Sweden.
That those who own a property are also the ones responsible for snow and ice outside their property boundaries is nothing new in Sweden. The city of Malmö, on the other hand, wants to take a harder line against those who do not follow the rules.
– Previously, you only received a letter, but then not much else happened. Now there is the possibility of introducing damages or fines, says Håkan Fäldt (M), vice chairman of the technical committee, to the newspaper.
The rules will not only apply to snow removal and anti-skid control, but also if bushes and the like are allowed to hang over footpaths and cycle paths when the public passes by.
If the municipal council approves the proposal, the new rules can come into force in as little as a year.
