The home care index is a comprehensive comparison of several different surveys that show the quality of home care in different ways. The survey, which was produced by SPF Seniors, wants to create a way to make it easier for municipalities to carry out quality analyzes and make informed priorities within home care.

In the work to develop and publish the Home Care Index, experts, researchers, seniors and representatives from municipalities and private home care companies collaborate. The purpose of the survey, according to the organization, is that the survey allows municipalities to get a more nuanced picture of how their home care is performing.

Five different levels

The survey started in 2022 and has since been updated annually to include the latest data and insights. If a municipality does not respond to the survey, their ranking is negatively affected. In 2023, the response rate increased for all four of the National Board of Health and Welfare’s surveys, an indication that many municipalities want to climb higher on the list.

The score for the home care index has been divided into five different result groups: high result, above average, close to average, below average and low result.

The justification for this year’s best home care municipality was, among other things, that the municipality had shown excellent results in almost all aspects of home care. This year’s winner was Halmstad, who climbed to the top from 46th place from the previous year.

Marinette Urell, operations manager for the home service in Halmstad, believes that the high rating is based on several factors. Among other things, by investing in those who work in home care having a good working environment and that the elderly have as few different carers as possible.

– We are proud and humbled to be named the home care municipality of the year, she says News24.

The differences between the highest and lowest ranked municipality in the quality survey are significant. Perstorp, which ranked lowest, had a home service that performed 60 percentage points worse than Halmstad.

Susanne Bodénoperations manager for care and social care in Perstorp municipality, explains that the survey has resulted in extensive improvement work.

– We quality-ensure our process from authority to enforcement and work intensively with user planning, she says in a comment to Nyheter24.

She adds:

– We have begun ongoing work to streamline driving schedules and constantly strive to maintain a high level of staff continuity for care recipients.

Susanne Bodén points out that one of the focus areas is to improve the staff’s work environment, including through regular psychosocial pulse measurements where the staff can give feedback on the work environment.
