CLIMATE SAVINGS PLAN. The government has announced a brand new youth savings scheme to fund green industry. His remuneration could clearly exceed that of the booklet A.
[Mis à jour le 16 mai 2023 à 12h11] Monday, May 15, 2023, the Minister of the Economy Bruno Le Maire unveiled the outlines of the brand new future climate savings plan aimed at young people. This new investment is part of the bill Green industry, presented to the Council of Ministers this Tuesday, May 16. The goal? Finance low-carbon projects. “We want the savings of young people to be mobilized for this” indicated the tenant of Bercy at the microphone of BFMTV. This new savings account can be distributed by banks and insurers, and will offer an attractive rate, higher than that of the Livret A (3%).
The future climate savings plan will be intended for young people under the age of 18 (minors). It can be opened by the parents as soon as the child is born. It will be impossible for the account holder to make any withdrawal before reaching the age of majority. However, three exceptions exist: accident of life, illness, death.
If this new plan is tax-exempt, there remains riskier than the booklet A. Indeed, the capital will not be 100% guaranteed, but rather 99%. The profitability will depend on the return on the investments made, which differentiates it from the livret A. The Caisse des Dépôts, it, will have to ensure that the funds of this plan benefit thegreen industry.
In his presentation, the Minister of the Economy Bruno Le Maire puts forward “guarantees of remuneration higher than those of the booklet A. As a reminder, the rate of the booklet A is today fixed at 3%. It could present “exceptional tax conditions” he continues. We can then imagine a rate above 4% for this new plan.
The ceiling of the future climate savings plan will be modeled on that of the livret A: €22,950. It cannot exceed 23,000 euros.
The future climate savings plan will be 100% tax exempt. Holders of this plan will not have to pay taxes and contributions on the interest earned.
