Dennis has a disability that makes it difficult for him to walk. He is a member of the Wmo Client Council, which stands up for people with disabilities. To do this, he must regularly visit the city office at Utrecht Central Station. He goes there with an electric bicycle with three wheels. But storing the thing is a problem. He is not allowed to park his bicycle in the Jaarbeurs parking facility, because it does not have room for large bicycles. There they refer him to the Knoop stables, but that is too far a walk for Dennis. And he is not allowed to park on the street on the Jaarbeursplein for safety reasons, his bicycle has already been removed from there.
