Emmanuel Macron had made the promise three years ago: no minor will no longer be able to access pornographic sites. Since then, the control devices for accessing these sites have not really discouraged young French people.

On Wednesday, a series of measures will therefore be presented to the Council of Ministers to “secure” the internet in particular. Main provision to prevent the youngest from accessing online pornography: the government will entrust the Regulatory Authority for Audiovisual and Digital Communication (Arcom) with the power to order, without the assistance of a judge, the operator blocking and delisting of pornographic sites that do not prevent minors from accessing their content.

So far, Arcom has had to content itself with sending formal notices to pornographic sites that pay little attention to the age of their visitors. Without return on their part, the policeman of the audio-visual one can then seize the court of Paris to request the blocking of the sites. A very long procedure and which has never yet succeeded, the giants of the sector contesting the closure on the grounds that the law is not sufficiently precise on the methods of verification of age.

A digital certificate to verify the age

In addition, the bill provides that Arcom publishes clear guidelines on how the age of users should be checked.
