Demonstrations against pension reform in France have seen the warnings issued to the police multiply in recent months. The United Nations Special Rapporteur on the rights to freedom of peaceful assembly and of association and the Council of Europe’s Commissioner for Human Rights have expressed concern about the use of force. How to define the doctrine of the maintenance of order in France? Does the observed escalation go against what is observed among our European neighbors? Whose fault is it ?
