Born in Baku in 1938, Mutallibov was appointed Chairman of the Council of Ministers of the Azerbaijan Soviet Socialist Republic in 1989, and continued to rule the country even after Azerbaijan declared its independence from the Soviet Union.
Mutallibov won the election held on September 8, 1991, becoming the first president of independent Azerbaijan. Mutallibov, who left his post on March 6, 1992, went to Russia.
Mutallibov, who lived in Russia until 2012, returned to his country and announced that he would not be involved in politics.
