Stubb and Gahre do not consider it likely that Russia would threaten Norway or Finland

According to Stubb, the exercise is about Article 5 and deterrence. The exercise sends a message to Russia that we have the capacity to act if Russia were to attack.
– Different scenarios should be practiced, but I don’t think that would happen, says Stubb.
