Foreign Minister Mevlüt Çavuşoğlu, Finnish Foreign Minister Pekka Haavisto, and Swedish Foreign Minister Ann Linde signed the “Tripartite Memorandum”, which was prepared after the quartet meeting held at the IFEMA Congress Center, where the NATO Summit was held in Madrid, the capital of Spain.
