Finland seeks compensation from EU for arms aid to Ukraine

The Department of Defense confirms the claim, but does not disclose the amount claimed. Many Member States have applied to the EU for compensation.

Finland is seeking compensation from the EU for its arms and material assistance to Ukraine.

The Ministry of Defense confirms to that Finland is applying for compensation from the EU Peace Facility. Compensation is sought for at least disposables, bulletproof vests and composite helmets. The Peace Facility has not yet processed the application.

At the end of February, Finland decided to deliver 2,500 assault rifles, 1,500 single-shot, 150,000 rounds, 2,000 composite helmets, 2,000 bulletproof vests and 70,000 single-pack kits to Ukraine.

At the end of March, Finland announced that it would provide more assistance, but did not specify what kind of assistance and how much.

The Ministry of Defense does not disclose the amount of compensation that Finland has now applied for. It alleges that the matter is incomplete.

Based on the material sent to Ukraine, it can be estimated that it could be in the millions of euros.

Sweden supplied old helmets but is seeking compensation for new ones

Many other EU countries have also applied for EU assistance to Ukraine. Some countries would seem to be working to replace old material sent to Ukraine with EU support.

According to SR’s information, the book value of the helmets was SEK 1,000, or about one hundred euros per piece. Sweden has applied to the EU for compensation based on the purchase value of new helmets, which is as much as 20 times, or about 2,000 euros per piece.

The EU has set aside EUR 1.5 billion from the Peace Facility for the conflict in Ukraine. The Peace Facility, set up in spring 2021, is a common instrument outside the EU budget to support military assistance to countries in conflict.

Through the Peace Facility, member states are reimbursed for the costs of arms assistance. The decision to use common funds for Ukraine is historic. The EU did not use common funds for military assistance before the war in Ukraine.
