Finally, the province and the municipality want the network of different roads to be better utilized, for example by diverting traffic that leads to the city of Utrecht via a different route. “Better utilization can work, but this is also related to the other two pillars. The road network is a complex whole and the question is whether everything together leads to the desired result. Whether that is the case depends on how it is does when one does it.”
