ÉduRénov: 2 billion euros to renovate schools

Massifying the energy renovation of schools, colleges and high schools: such is the ambition of the ÉduRénov action program launched by the Banque des Territoires. In line with the “France Nation Verte” State roadmap, ÉduRénov is based on two pillars: the financing, by the Banque des Territoires, of 2 billion euros of work by 2027, and a system intended to federate the territorial ecosystem around good practices of energy rehabilitation of school buildings. To facilitate implementation, the program also mobilizes 50 million euros of engineering credit over 5 years. In total, EduRenov should make it possible to renovate 10,000 establishments by 2027, while achieving 40% energy savings. A first project has just been launched in Villetaneuse (Seine-Saint-Denis), with the rehabilitation-extension of a kindergarten. Worth a total of 10 million euros, the operation benefits from a loan of 4 million euros from the Banque des Territoires.

As part of the Action Coeur de Ville national program initiated by the State, the city of Saumur (Maine-et-Loire) has embarked on a major renovation plan for its schools. A project supported by the Banque des Territoires.

“INTRACTING”

The Intracting system is aimed at communities wishing to carry out renovation work on public buildings (schools, cultural and sports facilities, administrative buildings, hospitals, universities, etc.) generating energy savings with a payback time of less than 13 years .

Thanks to this rapid recovery time, the energy savings made are allocated to the repayment of advances granted by the Banque des Territoires, or even to the financing of new projects, according to the principle of a virtuous chain.

GRASSE (06) Energy renovation of schools thanks to Intracting

As part of the pursuit of its energy policy, the city of Grasse has signed an Intracting agreement with the Banque des Territoires for its school buildings.

The signature of this agreement, concluded over a period of 13 years, concerns 23 school buildings, 12 of which require major work. This operation, for a total amount of 766,317 euros, should generate an annual gain of 642 MWh and more than 63,529 tonnes of CO² equivalent per year.

FOIRE DE CHÂLONS (51) An Intracting agreement signed with Vitry-le-François and the CCVCD

Vitry-le-François and the community of municipalities Vitry, Champagne and Der (CCVCD) have embarked on an Intracting process with the Banque des Territoires, for an amount of €2.5 million. This device will make it possible to finance interventions aimed at reducing energy consumption in public buildings, and to completely renovate public lighting in the city centre. The energy savings generated by the work will enable the community to repay the Intracting advance, and free up resources to undertake future renovation actions.

STRASBOURG (67) Ophéa: 338 rehabilitated social housing units

Banque des Territoires supported Ophéa in the rehabilitation of social housing in Cité Reuss in Strasbourg. The work, financed by the Banque des Territoires to the tune of €17 million, will make it possible to turn them into low-consumption buildings (BBC). After the works, the energy gain from the renovation of these 338 dwellings is estimated at 60%.

The principle

Our loan offer makes it possible to support local authorities in the ecological and energy transformation of their territory.

Banque des Territoires supports local public sector players in their energy renovation projects for public buildings and, more broadly, in those contributing to the ecological and energy transition.

For local public sector actors wishing to contribute to the energy and ecological transformation of the territory, a long-term loan covering the entire duration of the project, the Ecological Transformation loan, the rate of which has been subsidized, is sometimes necessary.

Banque des Territoires thus supports local authorities in financing their energy and ecological transition projects, thanks to its loans to the local public sector. Competitive and spread over time, the rate of this loan can be indexed to the passbook A rate, with resources from the Savings Fund, or fixed thanks to resources from the EIB and SFIL.

GOMMEGNIES (59) A new start for the René-Jouglet school

In Gommegnies (Nord), the city is carrying out a project to extend and renovate the René-Jouglet school, located in a rural area. The Banque des Territoires is contributing €1.3 million to finance this eco-responsible project. The use of modern construction techniques and local materials will transform the school into a school complex that can accommodate kindergarten children.
