(Finance) – The Minister of Ecological Transition, Roberto Cingolani, and the president of Enea, Gilberto Dialuce, launch the National portal on the energy performance of buildings (PNPE2), intended to carry out an information and assistance function for citizens, businesses and public administration. It is – explains Enea in a note – an instrument that responds to multiple needs and offers a set of services in the field of energy efficiency. First of all, the individual citizen can find personalized data and elaborations to orient himself on the investment opportunities for his property. The same information is made available, in aggregate form, for statistical and study purposes, thanks to the integration into the portal system of the data of the Energy Performance Certificates of the buildings (APE) contained in the regional platforms.
The portal is also able to provide information and technical support to the Ministry of Ecological Transition and to the Unified Conference for the monitoring of national energy efficiency objectives, for the integration of renewable energies in buildings, and for the development of strategies. and promotion programs relating to the energy requalification of the country’s real estate assets.
The Portal, whose construction and management has been entrusted to Enea, is an absolute novelty envisaged by the implementing decrees of the European Directive 2018/844 / EU, which modifies the precedents on energy efficiency, with a view to optimizing the relationship between costs and benefits of support measures and investments in energy efficiency for the community. The portal has been inserted between “enabling reforms” indicated in the PNRR for measure M2C3 (energy efficiency and building renovation).
“The Portal is essential to achieve the decarbonization goals by 2030 and 2050 – he explains Cingolani -. And together with the ‘Information and training plan aimed at the civil sector’ it responds to the will of the European Union to provide citizens with training and information services to promote energy requalification, encouraging interventions aimed at reducing CO2 in one of the sectors in which it is more difficult to do so, that of buildings “.
“We are proud to be able to make available to citizens, the PA and the Ministry – underlines the president of Enea, Gilberto Dialuce – a package of crucial information for effective and optimal planning of investments in energy efficiency: for the individual user who intends to intervene on their home, to support the territorial administrative levels in the choices of direction of public spending, to provide the central government with a accurate and real-time information on the progress made by the country with regard to measures of crucial importance in the national and international context “.
Key to its complete realization is theinterconnection with different databases. To date, the databases developed by Enea are already interoperable in the system. In particular, the data present in the regional platforms of energy performance certificates (APE-R), in the regional thermal plant cadastre sites (CIT-R), in the portals for territorial development policies (ESPA-PAES) and in those for energy audits of companies (AUDIT 102), all collected and managed by the Agency’s Energy Efficiency Department. In compliance with the legislation, – concludes the note – additional databases relating to the management of other administrations will also be integrated in the future.
