Still no outcome for Matignon, a week after the censorship of Michel Barnier’s government. Emmanuel Macron, on a diplomatic visit to Poland, must appoint a new Prime Minister this Thursday, December 12, who will be responsible for negotiating at least an agreement to avoid censorship and have a budget adopted for 2025. Tuesday, during an unprecedented meeting in the Elysée with the leaders of the communists, socialists, ecologists, the presidential camp and the Republicans, the President of the Republic had promised to make a decision “within 48 hours”.
Information to remember:

The “special law” to ensure the functioning of the State arrives in committee
The deputies will take up this Thursday in the Finance Committee the special bill supposed to compensate for the absence of a budget, by allowing the State to collect taxes, a consensual text, but which is causing legal and political turmoil around the income tax.
This bill will be examined on Monday in the chamber of the National Assembly, then on December 18 in the Senate. It mainly aims to authorize the government to raise taxes and spend credits on the basis of the previous budget (2024). It also aims to authorize borrowing on the market to finance the State and Social Security.
It must serve as a budgetary crutch to “avoid a shutdown”, according to the resigning Budget Minister Laurent Saint-Martin, while no real state budget for 2025 seems to be able to be promulgated before December 31. Its adoption is a given because the oppositions will vote on the text.

Socialists push Bernard Cazeneuve for Matignon
Socialists, including François Hollande, expressed their support for former Prime Minister Bernard Cazeneuve for Matignon on Wednesday. According to those close to the former socialist president, the latter believes that Bernard Cazeneuve, who was his Prime Minister from December 2016 to May 2017, is today “the best candidate”. In September, the former head of state, who became a deputy again in July, refused to publicly give his support, for which he was criticized by several socialist elected officials.
The deputy for Eure Philippe Brun also wanted on LCP a nomination of Bernard Cazeneuve. Another elected official, Jérôme Guedj, also mentioned the business lawyer track, noting that his party wanted a Prime Minister “who carries the values of the left […]the priorities of the New Popular Front. It’s not contradictory with Cazeneuve.”

White smoke imminent for Matignon?
The name of Michel Barnier’s successor should be known this Thursday, a source within the executive told AFP yesterday. Emmanuel Macron is going to Poland today, and the appointment will take place “rather upon his return” at the end of the day, this source said. Tuesday, on the sidelines of a meeting at the Elysée with party leaders, the president pledged to appoint a new head of government “within 48 hours”.
The president of the MoDem François Bayrou is still one of the favorites for Matignon, despite the right-wing hostility devoted to him by former president Nicolas Sarkozy. The socialist Olivier Faure is also reluctant, believing that the mayor of Pau embodies a “continuity” of macronism. However, he remained evasive about his party’s attitude if Emmanuel Macron nominated the centrist. In the presidential camp, the names of ministers Catherine Vautrin and Sébastien Lecornu have also been circulated.
