Prime Minister Gabriel Attal affirmed during the Council of Ministers that his government, which will resign and be responsible for “current affairs” from Tuesday evening, would continue to ensure the “continuity of the State”, particularly in view of the Olympic Games.

During his speech to the other ministers, Gabriel Attal was keen to salute the work of his ministers. We could have disappeared. We avoided the worst. The future is yet to be written. A speech built around “ three words “ : ” recognition, passion and duty “. “ Acknowledgement ” for the ” trust » by Emmanuel Macron, « that we have all honored loyally ” he said. And ” recognition, of course, on a personal level, for all my ministers. We have formed a united, determined and fighting team “, added Gabriel Attal, considering that he had “ launched major projects ” For ” change lives in concrete ways “.

The Prime Minister then welcomed ” the passion with which, for six months, two years, seven years, we have served France, undertaken major transformations for our country ” And ” Passion for the French, who are and will remain the only guides and judges of our action. »

What is the role of a resigning government?

During this transition period, the resigning ministers lose a large part of their prerogatives but retain management of the ” Current affairs “These are ordinary matters, those that fall under the strict application of the law in force. In other words, no new initiative or attempt to change existing law.

On the other hand, the government remains responsible for the ” urgent matters “, those which require an immediate reaction, such as during a natural disaster or a disturbance of public order.

This transition also puts an end to the tabling of bills, those texts initiated by ministers, because they are considered politically sensitive. There is, however, an exception for the bill on the State budget.

Meanwhile, in the hemicycle, the members of the resigning government who also have the cap of deputies will be able to take part in the votes of the National Assembly. The new legislature meets on July 18 and 19 to allocate, in particular, the key positions of the institution, which is, in the absence of a government, deprived of its greatest power: that of overthrowing it.
