The officer on duty who found the emergency manager tried several times to wake him up without success.

The emergency manager admits that he fell asleep, but that it was only temporary when he stretched out on the couch.

But the board believes that the emergency manager violated his obligations in employment.

An emergency manager must be able to quickly intervene in the event of an alarm. Then sleeping is considered a safety risk.

The fact that the man seems to have planned a nap, by taking off his shoes and bringing a blanket, the committee thinks is so serious that the salary deduction should be ten days.

The board also believes that the behavior risks damaging the reputation of the Correctional Service.

The emergency manager has three weeks to object to the decision.
