(Finance) – A meeting was held today regarding operational indications on the payment of staff ATA PNRR And Agenda South and the simplification of the assignments of scholastic and educational institutions – ANAC note. of 02/27/2024 between the Human and Financial Resources Department led by Dr. Jacopo Greco and the trade unions of the education and research sector, also in the presence of Dr. Simona Montesarchio, responsible for the PNRR mission unit.

The Dr. Jacob Greek he reiterated that at present the contracts of the SCs and AAs PNRR and Agenda Sud follow two different financing channels, while for the former coverage has been found in the administration budget until 15 April 2024, for the latter the law of budget to date has identified budget coverage based on the resources of the pnrr and in particular on the portion relating to management expenses corresponding to the 10% limit. Anief has renewed the request to extend the contracts which only last until April 15th: it is unreasonable that there is no coverage until the end of the teaching activities. Furthermore, considering the difficulties encountered by the various educational institutions regarding the accounting management of the contracts of technical and administrative assistants, steps have been taken to identify a regulatory solution that allows the problems to be overcome by providing for the payment of dues through the Noipa system, therefore thanks to the introduction of the LAW DECREE 2 March 2024, n. 192 (PNRR) and specifically art. 14 co11, it is now possible to make use of the new accounting management system both for contracts already stipulated and for those that educational institutions intend to stipulate from today onwards.
There procedure it is similar to that of substitutes with the significant difference that there will be no capacity control, which is why payments will take place with the same speed as annual substitutes. The schools will have the task of inserting the contract into Sidi with the code N19 (Pnrr, Southern Agenda) and transmitting it.
There law has imposed a deadline within which these contracts must be stipulated and transmitted, i.e. 31 March 2024, with a maximum expiration of 30 June 2024. As regards the contracts already stipulated, to date approximately 580, and currently suspended, will be able to take advantage of the new developments that will take effect in the next few days.
It was also clarified, at the request of ANIEF, that the contractualizations are bound to the implementation of the Pnrr projects which remain the financing channel of the same. Also in art. 14 co11 The Pnrr decree regulates the procedures in the event of any renouncement of the personnel receiving the contracts in question.
Dr. Greco also announced the exemption granted byAnac to educational institutions in the field of procurement code as anticipated in the note dated 02/27/2024. Specifically, the matter concerning the assignment of educational trips and the concessions of vending machines. Anac has thus granted the possibility to proceed even in the absence of qualification of the contracting authority until 09/30/2024. This concession is currently excluded for the concession of bars. The Anief raised the critical issues of the issue, observing that the exemption granted does not resolve the problem at present, reserving any resolution proposals.
Finally, the administration confirmed that new ones will be established in the coming months tables to overcome the objective difficulties that educational institutions will encounter from 10/1/2024 onwards, the expiry date of the extension granted by Anac.
