Systembolaget was founded almost 70 years ago, more precisely in 1955, and is the only retail chain in Sweden that is allowed to sell alcohol that is stronger than 3.5 percent.

One of Systembolaget’s cornerstones is to work to reduce alcohol consumption among Swedes, and therefore they never have sales or discounts on their goods. And that they are closed on Sundays and public holidays.

Then the staff must refuse the purchase

As part of this work, staff may refuse people to purchase alcohol. News24 have talked to Jannyke Juhnell-Bengtsson, store manager at a Systembolaget store in Stockholm, who tells us that there are three occasions when they have to refuse a customer to buy alcohol. These are:

  • If the customer is assumed to have reason to pass on the alcohol.
  • If the customer is noticeably affected by alcohol or any other intoxicant.
  • If the customer cannot prove that they are 20 years or older.
  • – So those are the opportunities that we have to deny. It is the alcohol law that is at the back and we also have our internal guidelines to help us, says Jannyke Juhnell-Bengtsson.

    Signs that the staff keep an eye on

    It can be difficult to know if a person intends to pass the alcohol on to someone who should not have it. Therefore, the staff at Systembolaget are on the lookout for certain signs that may indicate this.

    “Langning is either about someone who is noticeably affected not getting the goods, or if we suspect that they will end up and be consumed by people under the age of 20, so those are the two categories,” she says.

    The first category can really be anyone, but the latter occurs more often among younger people who are suspected of buying out their friends.

    – The most obvious thing is if someone hands over cash to someone else or swishes when you’re standing in the queue and so on, it’s very obvious, she says and continues:

    – But it can also be the case that several people are involved in the purchase and then I usually ask the question when they arrive “should everyone join in and enjoy these goods?” or “what should the consumption situation look like?”. It is important here that you do it out of consideration and not suspicion, it is one of the most important things we have and that is why we exist.
