(Finance) – Better manage the Pnrr, realigning its programming and that of the cohesion funds through a new governance that shifts the direction of the plan under the Presidency of the Council with a brand new structure that incorporates that of the MEF, and overthrow the majority part of the obstacles that today prevent the works from running quickly thanks to a series of simplifications that will allow contracts to be awarded more quickly, the snail Municipalities immediately commissioned, bypassing the bureaucracy of the cultural heritage superintendents. With these objectives it was approved by the Council of Ministers, on a proposal from the president Giorgia Meloni he was born in Minister for European Affairs, the South, Cohesion Policies and the Pnrr Raffaele Fitto, a decree-law introducing urgent provisions for the implementation of the National Recovery and Resilience Plan (Pnrr) and the National Investment Plan complementary to the PNRR (Pnc), as well as for the implementation of cohesion policies and the common agricultural policy.
The text of the decree-law consists of three parts:
Review of the governance system of the PNRR; strengthening of the administrative capacity of the subjects called to implement the interventions envisaged by the PNRR and the PNC, acceleration and simplification of the PNRR procedures in various sectors; implementation of cohesion policies, the common agricultural policy and youth policy.

Fitto recalled i alarming numbers on the use of cohesion funds: out of 116 billion in the 2014-2020 programming, commitments amounted to 67 billion and payments to 36 billion. The government also aims to make the use of European funds efficient, realigning the cohesion programming, Pnrr, and Repwer EU, the new plan which will be able to use up to 7.5% of the cohesion funds. The entire new strategy will be ready by 30 April, when the Repower EU plans and the revision of the Pnrr will be delivered to Brussels. The decree summarizes the requests of the various ministries, which do not want to be left behind in the implementation of the time schedule.
For speed up procurement and contract times the assignment is simplified, which can also take place only on the basis of the technical and economic feasibility project. The protection of the cultural heritage affected by the interventions of the plan will also be faster, because it is entrusted to a special Superintendency, replacing the Superintendence of archeology, fine arts and landscape.
On the front of tlc, the procedure for the installation of 4G technological devices is digitalised. And the preventive authorization for the construction of technological infrastructures disappears. The dl also helps those Pnrr targets who have had the most difficulty, including lschool building (the Municipalities will be able to proceed with direct awarding of the works under 215 thousand euros) and the hiring of researchers (the companies that hire them are exempt from contributions).
To push the construction of plants that exploit renewable energy sources, procedures are speeded up and streamlined, in particular for the installation of photovoltaic systems also for areas with landscape restrictions also through the use of silent consent after 45 days from the request. And to help him development of green hydrogen, environmental impact procedures are simplified. Finally, they come substitute powers strengthened: the time required to commission a local body that fails to comply with the obligations of the plan is halved.
