(Finance) – Green light in second reading by the Chamber of Deputies to convert the bis aid decree into law.
The provision – approved, with 322 votes in favor and 13 against – expires on October 9, now returns to the Senate for the definitive go-ahead in third reading after the article that was eliminated in Montecitorio it derogated from the salary ceiling in the PA for some categories who had raised a real fuss.
The decree approved by the CDM at the beginning of last month and published in the Official Journal on 9 August contains measures – above all the fight against expensive energy and fuels and the water emergency – from 17 billion in support of families and businesses: extension to the last months of the year of the social bonus for electricity and gas (with expansion of the ISEE to 12 thousand euros), introduction of special rates for “vulnerable” customers, freezing of unilateral changes of supply contracts until next May.
In addition, general system charges in the electricity sector were also zeroed for the fourth quarter of 2022 and VAT was reduced for the supply of natural gas for combustion for civil and industrial uses in October, November and December 2022.
The advance to 1 October 2022 of the revaluation of pensions is also expected. In order to counteract the negative effects of inflation for the year 2022 and support the purchasing power of pension benefits, exceptionally, the percentage change for the calculation of the equalization of pensions for the year 2022 is brought forward, by a portion equal to two percentage points, with effect from 1 October 2022, with relative recognition also on the thirteenth month’s salary. The cost of the measure is estimated at 2.4 billion euros.
The extension at the end of the year of smart working for the frail and the parents of children up to 14 years also arrives (expired in the summer, it had not entered the original provision, but has always been advocated by Minister Orlando).
