Utrecht – The experiment in which rioting Utrecht football fans with an area ban have to report digitally is being received with cautious cheers. “It has a deterrent effect,” says Jan Brouwer, professor of general legal science at the University of Groningen. “But this does not eliminate nuisance from supporters,” he warns. “You can give Janssen an area ban at the Galgenwaard, but then Pieterse will misbehave in and around the stadium.”
